Analysis: Morning in America? U.S. economy poised to accelerate

WASHINGTON (Reuters) - Famed U.S. economist Milton Friedman once observed that a recovery from recession is like plucking a guitar string: The harder the economy is pushed down, the faster it snaps back.

That didn't happen when America began to exit a deep downturn in 2009. Now, though, after years of paltry growth and despite a government austerity drive that could batter the economy for months, signs are emerging that a more robust recovery is around the bend.

The main reason is an improvement in household finances, which by some measures are looking more solid than they have in decades. This is allowing consumers to ramp up purchases of homes and cars, the sort of spending that usually leads an economic rebound but that until recently had been held back by heavy debts and tight credit.

"We finally are getting something that looks more like a normal recovery," said Nigel Gault, an economist at IHS Global Insight in Lexington, Massachusetts.

This hint of normalcy suggests the slow improvements in the labor market over the past few years can now provide a bigger boost to consumer spending, which will in turn create more jobs.

Gault and others expect this increasingly self-reinforcing cycle will lead growth to pick up substantially by the end of the year, even if Washington goes forward with $85 billion in budget cuts scheduled to begin on Friday.

Economists polled by Reuters this month predicted the economy will expand at a 2.8 percent annual rate in the fourth quarter, up from the 1.8 percent rate expected in the first quarter, when higher tax rates enacted in January are expected to hit growth temporarily.

If the forecasters are right, the fourth-quarter performance will mark a big improvement from the average annual rate of 2.1 percent clocked since the end of the recession. Better still, most analysts expect further acceleration in 2014.

FALSE STARTS

Of course, economists have predicted for several years that stronger growth lies just a few quarters away. As 12 million unemployed workers can attest, that hasn't panned out.

Yet there are several reasons to think this time really is different.

First, a pickup in hiring last year has helped families earn more money. Economists at Goldman Sachs estimate wages and salaries grew by almost 3 percent in the 12 months through December, even when factoring out inflation and unusual payments made to help workers avoid January's tax increase.

That's about twice the growth rates clocked in mid-2012, and might explain why higher taxes appeared to take only a small bite out of retail sales last month.

Second, families may be turning a corner in their long struggle to reduce their debt burden. A housing bubble that burst in 2006 left Americans awash in debts taken on during the boom. It also set off panic on Wall Street. Many analysts believe the bust left behind scars that made the recovery weaker than a normal rebound. Even rock-bottom interest rates didn't persuade debt-shy consumers to spend more, while banks were hesitant to lend.

But slowly, households have reduced their debts by either defaulting or taking out fewer loans as they pay off existing ones. At the same time, incomes have grown and the Federal Reserve has kept borrowing costs exceptionally low. By the third quarter of last year, U.S. household debt payments were 10.6 percent of their after-tax income, the lowest ratio since 1983 and down from a record high 14.1 percent in late 2007. A wider measure of financial obligations that includes rent has also slowly declined and stands at its lowest since the mid-1980s.

Economists at Deutsche Bank project outstanding household debt relative to income will be back in line with its long-term trend by mid-2014. That could once again make consumers more comfortable about borrowing.

BRIGHT SPOTS

Already, areas of spending that usually respond to low interest rates have become the brightest spots in the economy, a sign the recovery is assuming a more normal path.

The pace of auto sales in January would have Americans buying 15.3 million vehicles a year, just below pre-recession levels. In 2012, auto sales were the highest in five years.

The surge has led Michigan Precision Swiss Parts, which makes fuel-system components for Ford and Navistar engines, to expect its sales to climb by 8 percent to 12 percent this year.

"We're busier than hell," said Gerald Meldrum, chief executive officer of the company, which is based in St. Clair, Michigan.

Steam is also gathering in the housing market. Home builders large and small are reporting big gains in new orders as prices rise and the supply of homes on the market dwindles. In January, the inventory of existing homes fell to a 13-year low.

"We think the market has taken on a recovery," said Mark Gray, a vice president of Quadrant Homes, a builder in Bellevue, Washington.

Home building added to economic growth last year for the first time since 2005 and is seen giving a bigger boost in 2013.

"Early cycle indicators like housing now look like they typically do in the early stages of a recovery," said Joseph LaVorgna, chief U.S. economist at Deutsche Bank in New York. "The economy could definitely surprise to the upside this year."

The next few months could nevertheless be rough.

Executives from retail giant Wal-Mart and restaurant companies such as Olive Garden owner Darden Restaurants warned last week that higher taxes have hurt customers' spending power.

The scheduled federal budget cuts already have government agencies planning to slash the workweeks of hundreds of thousands of workers. This could shave half a percentage point from economic growth in 2013, and gross domestic product is seen growing just 2 percent in the full year.

Even after the austerity shock recedes, nobody is expecting a boom. Housing remains a smaller share of the economy than it was before the bubble years, so its ability to pump up growth is smaller as well. Credit is still hard to come by, especially for the millions of Americans who defaulted on their debts during the recession. Europe's debt crisis and higher gasoline prices also pose constant threats to the recovery.

But the improvement in household finances means underlying momentum in the economy might continue to gather. Increased home construction should boost demand for materials made by factories, which are also getting help from a boom in U.S. oil and gas production.

All told, this year's austerity-bound growth should morph into a beefier rate of at least 3.3 percent in 2014, according to respected forecasting firm Macroeconomic Advisers. That would be the fastest pace in a decade.

After years in which the lingering effects of the housing bust dampened the recovery, the guitar string is starting to make a more familiar sound.

Pa. gov's filing defends antitrust suit vs. NCAA

(AP) ? Gov. Tom Corbett argued in a court document filed late Monday that the NCAA has been trying to use his pending antitrust lawsuit against it over the Penn State penalties in the Jerry Sandusky child sex abuse scandal to combat what he describes as a groundswell of public criticism.

Corbett said the judge should not grant the NCAA's request to dismiss the case, saying college sports' governing body made a factual error when it said the penalties were voted on by the university's trustees.

Corbett, who as governor is a trustee, said the NCAA's motion to dismiss the lawsuit he filed in January "appears to have been written more to advance the NCAA's broader agenda, and to combat the recent groundswell of public criticism against the embattled organization, than to raise legal issues appropriate to a motion to dismiss."

The NCAA, in a court filing three weeks ago, said antitrust law did not apply and a consent agreement between it and Penn State was "exceptionally unlikely" to cause other schools to raise tuition, cut scholarships or charge more for branded jerseys. It said Corbett lacked standing to sue and called his action an attempt to drag the federal courts into an intra-state political dispute.

NCAA spokeswoman Emily Potter said Monday the NCAA stood by its previous statements.

The Republican governor's lawsuit asks the judge to throw out all the penalties, including a massive fine, a four-year bowl ban and the loss of football scholarships.

"It is laughable to claim that a $60 million fine, coupled with the gutting of one of the most lucrative programs at one of the nation's largest universities, is 'noncommercial activity,'" Corbett argued.

He claims that the consent agreement has harmed students, business owners and others and that the NCAA penalties are likely to result in higher tuition and make it more difficult for football players to find scholarships.

"The NCAA wrongly claims that its arbitrary decimation of the PSU football program is no different than its enforcement of rules regulating player eligibility or uniforms ? which do enhance collegiate competition ? although PSU was not found to have violated a single NCAA rule and the NCAA's own president insisted that the consent decree was not an enforcement action," Corbett's lawyers wrote.

Corbett said the Penn State case is the first time the NCAA has injected itself into criminal conduct already in the justice system, "let alone into offenses that did not involve cheating, academic fraud, recruiting violations or other conduct designed to give athletic programs an unfair competitive advantage."

He also took a swipe at the NCAA regarding recent revelations in a booster scandal at the University of Miami.

"It is ironic that the NCAA attempts to maintain a pious tone throughout its brief ... in light of its recent revelations about its own misconduct while investigating the University of Miami," the Corbett filing said.

Sandusky, a former defensive coordinator at Penn State, a college football powerhouse, was convicted last summer of sexually abusing several boys, some on campus. He is serving a 30- to 60-year state prison sentence. He is appealing and maintains his innocence.

The consent agreement between the NCAA and Penn State was signed a few weeks after Sandusky was found guilty of 45 criminal counts. Penn State is not a party to Corbett's antitrust lawsuit or to the NCAA's lawsuit filed last week against Corbett and three state officials over a newly enacted state law that is designed to keep the $60 million within the state.

Afghan president orders US forces out of key province

Afghan President Hamid Karzai addesses military officers in Kabul, Afghanistan, Saturday, Feb. 16, 2013

By Hasani Gittens, News Editor, NBC News

Afghanistan's President Hamid Karzai has ordered that all U.S. special forces must leave Wardak province, just west of Kabul, within two weeks ? citing allegations of disappearances and torture.

In a statement Sunday, a spokesman for Karzai said, "after a thorough discussion, it became clear that armed individuals named as U.S. special force stationed in Wardak province engage in harassing, annoying, torturing and even murdering innocent people."

Karzai's office cited a "recent example" in which nine people were allegedly "disappeared" and a separate incident where a student was taken from his home in the middle of the night and whose tortured body was found two days later under a bridge with his throat cut.

In addition to demanding the U.S. pull out in two weeks, Karzai also demanded the immediate cessation of all international special forces operations in Wardak.

The province is a strategically important area because it is seen the gateway the Taliban uses to carry out attacks in Kabul, the war-torn nation's capital.

In response, International Security Assistance Force, which coordinates the multinational coalition in Afghanistan, said "the U.S. Forces Afghanistan is aware of the reporting of presidential spokesman Aimal Faizi's comments today. We take all allegations of misconduct seriously and go to great lengths to determine the facts surrounding them."

The ISAF declined to comment further until they've "had a chance to speak with" senior officials in the Afghan government.

In their statement, the Afghan government noted that "Americans reject having conducted any such operation," but also noted "that such actions have caused local public resentment and hatred."

How To Make Big Changes With Home Improvement ? Social ...

Improving the look of your home can change the way you feel regarding your private space. There are some things you can do to your home, from decorating to completely remodeling. The information below offers some excellent tips to help you with cost-effective home improvement projects that will make your home looks a lot better.

Make sure you purchase high-quality paint whenever you are painting your home's exterior. The paint is going to last a lot longer if it's of high quality. Buying high-quality paint is expensive but your investment will be justified and painting your house will be quicker and easier with quality paint. Spend a few more bucks to get good paint instead of painting your home more often.

When you are getting ready to do a big project, hire someone to help you plan it out. You risk some serious design and structural errors if you or a friend don't understand some basic principles. An experienced designer or architect can create a remodeling plan that incorporates all the appropriate building codes for your area as well.

Purchase new metal fixtures for your bathroom. You can find items such as shower curtain rods, towel racks or knobs in different shapes and colors. There are sometimes packages available that can be put up in one day.

Be sure that you check lower parts of your property, such as your home's foundation. If any low areas are found, they should be filled in order to prevent pooling of water and further downward erosion. If water pools up near your house, it can eat at the foundation of your house.

Make sure you have the proper equipment necessary for your safety as you work on a project that calls for such things. This includes wearing a hard hat when working around possible falling objects and using a back harness for lifting.

If you want to paint a room, choose a no-VOC paint. This is good for the earth and also do not have harsh chemicals. These paints are just as easy to work with and as long-lasting as ordinary paints, and the additional expense involved is minimal.

Did you know that you can plant grown flowers instead of bulbs and seeds? By planting flowers that are already grown, you can add some instant beauty and value to your home. Mature flowers can add instant color and vibrancy to the outside of your house, and they are effective in filling gaps in your landscape. The seed grown plants will not have enough time to mature and offer anything of value. You want potential home buyers to not have the feeling that they are going to need to put forth a bunch of effort to get the yard looking nice.

Make sure that you utilize all the space in a home when you plan to sell it. For example, your office should have the right furniture and accessories for a typical home office. When you do this, each room in the house looks more comforting and comfortable to live in. By incorporating this technique your home will appear more attractive to buyers, allowing it to sell quickly.

Mayor Buckhorn to create Neighborhood University

Tampa, Florida--?Mayor Buckhorn announced that the city will create a Neighborhood University program to empower existing community leaders.

?Sustaining strong, vibrant neighborhoods requires neighborhood leaders who are prepared and well versed in the community. Neighborhood University will identify and develop the next generation of Tampa?s civic and community leaders,? said Mayor Bob Buckhorn. ?The program will nurture people who are already the eyes and ears in their neighborhoods, and give them a louder voice and their neighborhoods a brighter future.?

The Neighborhood University program will provide formal leadership training for the next generation of self-identified neighborhood and community leaders. It will be modeled after Leadership Tampa, and the idea is to educate future leaders about the City of Tampa and how it works as well as to connect them with other local stakeholders like nonprofits working within the city.

Exile calls for tougher sanctions on Belarus

VIENNA (Reuters) - Opposition politician Andrei Sannikov, recently released from jail in his native Belarus, urged the international community to impose tougher sanctions on his country to end human rights abuses.

Sannikov, 58, was sentenced to five years in jail last year for taking part in a protest against Belarussian President Alexander Lukashenko's re-election, after running against him in 2010 elections. He was Lukashenko?s strongest rival.

"The only language that the dictatorship understands is sanctions," Sannikov, who has been granted political asylum in Britain, said at a conference in Vienna on Friday.

"Whenever there is a softness of the attitude of the international organizations and individual countries, the repression afterwards comes harder."

Western observers from the OSCE intergovernmental organization, at whose conference Sannikov was speaking, considered the election to be fraudulent.

Sannikov called for Belarussian parliamentarians to be ejected from the OSCE?s parliamentary assembly, the only major European international organization that includes the former Soviet republic.

"We should bring up the issue of suspending the membership of Belarus immediately," Sannikov said.

Beyond being removed from the OSCE, Sannikov did not specify what other sanctions should be brought against Belarus.

Lukashenko, who has run Belarus since 1994 and is the only president the country has had, is a pariah in the West for his harsh treatment of political opponents, many of whom have been rounded up and thrown into jail.

His crackdown after the 2010 election prompted the European Union to impose travel bans and asset freezes on the president and his inner circle.

Sannikov dismissed the possibility that anything short of severe measures could help improve the situation.

"Since the European Union has started to involve the dictator in dialogue on human rights, we have seen today the highest amount of political prisoners"

Once a deputy foreign minister, Sannikov took political refuge in Britain last month after 16 months in prison in which he said prison staff tortured him and tried to get him to commit suicide.

His wife, journalist Irina Khalip, was unable to leave Minsk and join him in speaking at the Vienna conference because of restrictions imposed on her by the government.

Nokia To Go Downmarket At MWC To Better Compete With Huawei And ZTE, Report Says

Nokia 206Windows Phone 8 is Nokia's big play for the future, but as a result of focusing on those devices and their higher-end target market, the company is giving up ground to firms like Huawei and ZTE with lower end devices. But the Finnish company may be looking to get its budget-friendly groove back with the introduction of new, basic handsets not based on Microsoft's mobile OS, to be unveiled at MWC next week according to Reuters.

Cabrera duels with Kimbrel, Tigers beat Braves 2-1

KISSIMMEE, Fla. (AP) ? The first game of spring training can provide some unusual scenarios.

Such as Detroit slugger Miguel Cabrera facing Atlanta closer Craig Kimbrel ? in the third inning.

Coming off baseball's first Triple Crown season since 1967, Cabrera grounded out against Kimbrel before finishing his day with a drive to the warning track in center field, not a factor as the Tigers beat the Braves 2-1 Friday in the opening exhibition game of the year between big league teams.

Cabrera, who led the AL with 44 homers, 139 RBIs and a .330 average, got a chance to pose with Mickey and Minnie Mouse before batting practice, a nod to the game being played at the Braves' Disney World complex. Then, to chants of "MVP! MVP!" from the stands, he grounded out in the first against Tim Hudson.

In the third, Kimbrel took over for Hudson and promptly walked the first two hitters. The closer fanned Quinton Berry and got Omar Infante on a flyout before Cabrera stepped in again.

Kimbrel, coming off a season with 42 saves, 1.01 ERA and 116 strikeouts in 62 2-3 innings, doled out a steady stream of fastballs in the mid-90s. One of them went all the way to the backstop, allowing the runners to move up, but Cabrera grounded a 3-2 pitch to shortstop Andrelton Simmons that ended the threat.

"It's a little different than rolling out there in the ninth inning," Kimbrel said. "But I was just getting in my work."

Both Cabrera (Venezuela) and Kimbrel (United States) will soon be leaving camp to play in the World Baseball Classic. They could wind up facing each other with a lot more on the line.

"I might see him here in a few weeks," Kimbrel said. "I'm happy to get through the inning."

Justin and B.J. Upton made their Atlanta spring training debuts. The brothers both went 0 for 2, then scooted out of the clubhouse before the media was allowed in.

The Uptons are part of a new era for the Braves, who must replace retired third baseman Chipper Jones, a stalwart for nearly two decades in the middle of the order. B.J. was signed as a free agent to a $75.25 million, five-year contract, while Justin was acquired in a blockbuster deal with Arizona.

"We do have a lot of new faces," said right fielder Jason Heyward, who started alongside the Uptons in one of baseball's most touted outfield trios. "We just want to get a feel of things, talking and communicating."

The Tigers were hitless through seven innings but went ahead in the eighth, long after the starters had departed. Tyler Collins tripled to right-center off Ryan Buchter, and Jeff Kobernus followed with another triple to nearly the same spot. Hernan Perez's sacrifice fly brought home Kobernus.

Joey Terdoslavich homered for Atlanta in the ninth, and Ramiro Pena nearly tied it with a drive that was hauled in against the wall in left. Jose Alvarez retired Ernesto Mejia on a grounder with the potential tying run on base, earning the save.

The win went to Jose Ortega, who threw a scoreless seventh. Buchter took the loss, surrendering three of Detroit's four hits in his lone inning.

"I'm not too concerned about the first game, but we played well," Tigers manager Jim Leyland said. "We played well defensively, and our pitchers threw strikes for the most part."

In the seventh, Collins stretched out to make a diving catch in left-center, perhaps saving a run. Kobernus also made a slick grab that same inning. In addition, the Tigers threw out two runners attempting to steal second.

"You want to make a good impression," said Kobernus, who played last season in the Double-A Eastern League. "But it's just one game. Yeah, I had a decent game. But it's a new game tomorrow."

Both starters ? Hudson and Detroit's Rick Porcello ? threw two scoreless innings.

"I didn't blow anything out and I didn't limp off the mound," Hudson quipped. "That's always a good day."

NOTES: The Braves used the lineup that may be the one they go with on opening day, assuming catcher Brian McCann has not recovered from offseason shoulder surgery: Simmons, Heyward, Justin Upton, Freddie Freeman, B.J. Upton, Dan Uggla, Juan Francisco and Gerald Laird. ... Leyland chatted before the game with retired Braves manager Bobby Cox. Presumably, they didn't discuss the 1992 NL championship series, when Cox's Braves defeated Leyland's Pittsburgh Pirates on a two-out, two-run single in the bottom of the ninth of Game 7. ... Former Braves catcher Brayan Pena started for the Tigers. No. 1 catcher Alex Avila was saved for the Tigers' home opener at Lakeland against Toronto on Saturday.

Spearphishing: Dirty email trick favored by nastiest hackers

A new report says that the Chinese military is secretly obtaining sensitive data from U.S. companies. A key technique is "spearphishing," an approach that tricks a targeted individual to reveal information that can be used to infiltrate the company or government agency that person works for.

Security companies have been warning about spearfishing for the last two to three years, and its use is increasing. But now that it has become top news, thanks to a report from U.S. computer-security firm Mandiant Corp. explaining how Chinese operatives tricked workers at Coca-Cola and other major American firms, what is at the top of many people's minds is this: How do you know if you're being spearphished?

    Different than phishing
You probably know to watch out for phishing attempts ? broad, massive email efforts to get you to hand over personal financial information like a credit card number or to click on a website link that could allow malware to steal information from your computer. They're usually riddled with spelling errors and terrible formatting.

Spearphishing is subtler, because it's aimed at intelligence gathering. It "often takes the form of key personnel inside an organization being emailed a malicious file," Graham Cluley of Sophos Security told NBC News Tuesday.

"It could be, for instance, a boobytrapped PDF file or Word document which when opened ? secretly and silently installs spyware onto your computer," he said. "The malicious spyware code can then open a backdoor on your computer, giving hackers remote access to all the files on your computer, as well as capture every keystroke, in order to steal passwords, and read everything on your screen."

But why would an employee open such an email? The information in the email is crafted to look and sound just right enough so that it's "remarkably easy to dupe someone into clicking on a link or opening an attachment in an email and for their computer to become compromised," Cluley said.

"Imagine you were a reporter covering human rights abuses in China. I simply send you an email (with a boobytrapped attachment), forge my 'from' address so you believe that the email has come from a human rights group, and in the body of the email tell you that attached you'll find shocking details of human rights abuses in China."

"Similarly, if you were a military supplier, I might make my email appear as though it came from a sister company or another supplier."

Dave Jevans, founder and CTO of Marble Security, said "spearphishers know that the easiest way to break into a company's network is not to breach their firewalls and intrusion prevention systems, but rather to compromise an employee's computer, smartphone or online passwords."

Employees who use cloud-based, shared document apps like Google Docs can be sitting ducks for spearphishing attempts.

"Google Docs is a very convenient way to fool employees or end users into divulging passwords," Jevans said. For one thing, it is a "trusted website that won't be blocked by Web filters," with invitations to view documents or forms "hosted by a trusted company ? Google ? not some hacked server in Russia." Also, he said, "Google Docs connections are HTTPS encrypted, and cannot be filtered by Web-filtering gateways to scan for malicious content."

    No easy fix
Battling spearphishing is an ongoing effort, with no easy-fix solutions in sight.

"It's a massive problem," Kurt Baumgartner, Kaspersky Lab senior researcher, told NBC News Tuesday. Jevans, of Marble Security, called spearphishing "one of the most dangerous of all the advanced persistent threats" that exist.

In 2010, Sophos Security said it intercepted an attack against a firm tied to the defense indutry in which emails "carried a malicious PDF file claiming to be about the Trident D-5 missile, launched from nuclear submarines."

A report from McAfee Labs at the end of 2011 noted the worrisome rise in spearphishing, saying the problem "doesn't really lend itself to a pure technology solution. The best defense against spearphishing is employee ? particularly executive employee ? education. Next-generation firewall technology can also help prevent employees from accessing rogue sites."

Baumgartner told NBC News on the "human side, the old adage 'do not open suspicious emails or links,' is, well, old. While it's sensible advice, it's proven to be ineffective because you are dispensing that advice to people." And people, of course, don't always pay close enough attention.

Security vendors, he said, "have improved their product capabilities as well," but still, "the attackers sometimes up their game to beat all of those technologies. So you can stop 'it,' but at some level you can't always stop 'it.'

"For some organizations and targets, learning how to best tolerate and maintain intrusions becomes an attractive option," he said. Tools to expel invaders, or minimize exposure once they are in, may prove to be more important than just relying on "defensive technology protecting against spearphishing components," he said.

Cluley, of Sophos, says companies and agencies can "reduce the chances of a targeted attack" being successful by keeping software such as PDF readers, Web browsers, word processing software and the computer's operating system itself as up-do-date as possible, with the latest patches.

"Furthermore, you should run a layered defense ? that means not just using up-to-date anti-virus software, but also firewalls, email filtering technologies, data-loss protection technology and strong encryption to secure your most sensitive data," he said.

And back to that human element?

"Also, it's amazing how many people re-use passwords, and use the same weak password in multiple places," Cluley said. "That means if you get hacked in one place, and your password is compromised, it may also unlock accounts elsewhere on the Net."

All of these steps "can reduce your chances of suffering from a targeted attack," he said. "But ultimately, there's no 100 percent technological solution, as human beings can still make bad decisions. And that's why it's important to train users about threats, and warn them to be suspicious of unsolicited links and attachments and to always report suspicious activity."

AT&T gives travelers 1GB of not-quite-free WiFi in the UK through The Cloud

AT&T gives travelers 1GB of notentirelyfree WiFi in the UK through The Cloud

Getting data is still a pain while abroad: it usually involves either popping a local SIM into an unlocked device or simply paying through the nose for roaming rates. AT&T wants to meet visitors to the UK halfway through a new WiFi deal with BSkyB's The Cloud. The pact offers AT&T subscribers 1GB of free WiFi access per month at The Cloud's hotspots in the UK, as long as they're using the American carrier's WiFi International app. The catch? As with AT&T's normal approach, travelers need to have an international data plan already in place -- which means The Cloud is more a way to raise the limit than a true replacement for a roaming bundle. Nonetheless, anyone who just needs that much more data for an Instagram shot of the London Eye can get their fill through the source links.

Artists with London connections among Juno Award nominees 0

London is on the Juno radar ? with a flurry of hopefuls with local ties in the 2013 Junos field announced Tuesday.

London-tied performers with Juno noms range from London, England?s Dan Snaith ? a Juno- and Polaris Music Prize winner with Caribou ? whose Daphni project is up in the electronic album category to vocalist Aviva Chernick, nominated with Toronto?s Jaffa Road in the world music category.

The London hopes this year aren?t as strong as the 2011 edition of the Junos. That year four Junos went to London-tied performers ? Caribou, Lara St. John, Shad and Meaghan Smith. But even an early, and likely partial, list for 2013 shows there are contenders in several fields.

Another former Londoner, Justin Broadbent, is up for his work on Metric?s Synthetica in the record package of the year category.

?Nominated for a Juno for best album artwork (Metric)! Wooh! #Juno2013 #JUNOAwards,? Broadbent said Tuesday on his Facebook page.

Former Western student Tony Dekker?s Great Lake Swimmers is nominated for roots & traditional album with New Wild Everywhere. The band includes violinist Miranda Mulholland, who studied opera at Western?s Don Wright music faculty.

Toronto?s Tafelmusik Baroque orchestra and chorus are up in classical categories with former Londoner Charlotte Nediger, harpsichord, and Julia Wedman, violin, among the London- and Western-tied members in the ensemble. Former Western music student Ivars Taurins directs the Tafelmusikc choir.

Toronto jazz vocalist Elizabeth Shepherd and pop album nominee Victoria Duffield, of B.C., are among the contenders with family and other ties to London. Duffield is nominated in the same category as Canadian superstars Justin Bieber and Carly Rae Jepsen.

    Egypt sees weaker-than-projected economic growth

CAIRO (Reuters) - Egypt's annual economic growth rate will hit 3 percent by end-June, below the government's projected 4 percent because of political instability, the Planning and International Cooperation Minister said on Monday.

In remarks reported by the state news agency, Ashraf al-Araby also said the rate of annual growth was around 2.5 percent in the three months ending in December. Egypt's fiscal year runs from July to June.

Referring to the 4 percent growth rate targeted by the government, Araby said: "The current political events hampered that."

The Egyptian economy has been hit by more than two years of turmoil since the popular uprising that swept Hosni Mubarak from power in February 2011. The unrest has driven away tourists and investors.

President Mohamed Mursi's efforts to get the economy moving again have been hit since late November by unrest set off by what his opponents saw as an attempt at political domination - a claim rebuffed by his administration.

The instability has triggered a flight into U.S. dollars and an 8 percent fall in the value of the Egyptian pound. The country's reserves of hard currency have also dipped, falling to $13.6 billion in January - below the $15 billion level needed to cover three months worth of imports.

Egypt is seeking a $4.8 billion loan from the International Monetary Fund, though many economists expect conclusion of an agreement to be postponed until after parliamentary elections due to get underway in April or May.

Government officials have repeatedly said they expect an IMF delegation to arrive soon to complete talks on the loan, which was agreed in principle in November but postponed in December at Cairo's behest because of the political turmoil in the country.

Araby said the IMF delegation would arrive "in the next few weeks" to finish the talks.

Atlanta recruiting 5,000 volunteers for cancer study

ATLANTA --?Sixty?years ago, 1 million men and women signed up for the first-ever Cancer Prevention Study. They filled out surveys every few years. And the information from those million Americans led to a dramatic discovery.

Doctor Alpa Patel with the American Cancer Society is the lead researcher on CPS3, the third generation of the cancer prevention studies.

MORE | Join the Cancer prevention Study 3

"The first study was actually set up to specifically address the question of whether not smoking caused lung cancer, and it provided the first evidence that in fact smoking is what was the causal fact, causal factor with the increase rise in lung cancer death rates we were seeing in men at that time," she said.

It's something we take for granted -- if you smoke, you can get lung cancer. But that discovery was just one of 500 scientific publications to come out of the first and second generation cancer prevention studies.

Today, there's a 20% decline in the cancer mortality rate. Treatment is better. Early screenings save more lives.

But there remains much more we need to know, because cancer is still threatening and claiming the lives of the people we love most.

So, one initial blood sample, a survey every two years, and a commitment to keep at it. What's it worth? Everything.

In the two and a half years since?11Alive?did?a story at the AFLAC cancer center,?two of the children we profiled, 6-year-old Joshua Johnson and teenager Laura Stewart, died.

Your commitment can help us tell more stories of survival. Collectively, we have within us the answer to understanding and one day curing cancer.
